License states

StateBehavior
ActiveNormal licensed operation.
GraceTemporary licensed operation during the configured grace policy.
Expired / inactiveProtected application areas can be locked until valid entitlement returns.
Revoked / suspendedProtected application access is restricted by the license gate.

The License Center remains the customer-facing place to inspect, refresh or replace licensing information.

Offline lease

A signed entitlement can include an offline lease window. This permits the local installation to continue using the last valid signed policy for the allowed offline period instead of requiring an authority call for every user request.
